A PTO that will not engage, will not drive under load, or will not stop can have very different causes depending on whether the tractor uses a transmission PTO, live PTO, independent PTO, mechanical clutch, hydraulic clutch pack or electronic control. The first job is to identify which PTO system is fitted.
Never work on or near a rotating PTO shaft. Stop the engine, remove the key and wait for all movement to stop before inspecting the shaft, guards, linkage or implement. Keep PTO guards in place and never step over a rotating shaft.

- PTO shaft turns with no load but stops under load

First Identify the PTO Type
Transmission PTO
Driven through the main transmission clutch. Pressing the clutch pedal stops both tractor movement and PTO drive.
Live PTO
Usually operated through a two-stage clutch. The first clutch stage stops tractor travel; the second stage stops the PTO.
Independent PTO
Uses a separate clutch pack or hydraulic/electro-hydraulic system so PTO can be engaged independently of the main clutch.
The diagnosis changes completely depending on which system is fitted.
1. Check the PTO Lever and Linkage
Start with the external controls.
- Is the lever actually moving the selector shaft?
- Are pins, clevises or cables worn or disconnected?
- Is the linkage bent?
- Is the selector reaching the full engaged position?
- Is an interlock preventing engagement?
A lever that feels normal can still fail to move the internal selector fully.
2. Check Clutch Operation
Two-Stage Clutch
If the tractor uses a two-stage clutch, incorrect clutch adjustment is one of the first things to check.
- Does the tractor clutch release correctly?
- Does the PTO clutch stage release?
- Is pedal free play correct?
- Are internal clutch finger/bolt clearances correct?
If the transmission clutch works but the PTO still drags or slips, the PTO clutch section may be out of adjustment or worn.
3. PTO Turns but Stops Under Load
If the shaft rotates with no implement load but stops as soon as work begins, suspect clutch slip or loss of hydraulic pressure.
Possible Causes
- Worn PTO clutch lining
- Oil contamination
- Weak pressure plate
- Incorrect two-stage clutch adjustment
- Low hydraulic pressure on independent PTO
- Worn clutch pack
A PTO that spins freely but stops under load often has enough friction to turn itself, but not enough clamping force to transmit real torque.
4. PTO Will Not Stop
A PTO that continues turning after disengagement may be caused by clutch drag, linkage adjustment or internal clutch problems.
Check
- Two-stage clutch adjustment
- Pedal travel
- Warped clutch disc
- Oil-contaminated clutch
- Independent PTO clutch pack not releasing
- Control valve sticking
A slight unloaded shaft creep can occur on some hydraulic PTO systems, but a shaft that continues to drive an implement is a genuine fault.
5. Grinding When Engaging PTO
Grinding usually means the PTO gears or shaft are still rotating at engagement.
Possible Causes
- PTO clutch not releasing
- Main clutch not fully released on transmission PTO
- Incorrect linkage adjustment
- Selector engaging too slowly
- Damaged selector teeth
Do not force the lever through grinding gears. The selector and gear dogs can be damaged.
6. Independent Hydraulic PTO
Many later tractors use hydraulic pressure to apply a PTO clutch pack.
Check
- Transmission/hydraulic oil level
- Correct oil specification
- PTO pressure
- Control valve or solenoid
- Filter restriction
- Clutch-pack leakage
- Pressure-regulating valve
If the PTO works when cold but slips when hot, internal leakage or a worn clutch pack becomes more likely.
7. Electronic PTO Control
Modern tractors may use a switch, ECU, solenoid and safety interlocks.
Possible Causes
- Faulty PTO switch
- Seat switch or clutch switch
- Neutral/start interlock
- Blown fuse
- Relay fault
- Solenoid failure
- Low system voltage
- Stored fault code
Do not bypass safety interlocks as a permanent repair.
8. Check the PTO Shaft and Splines
If the internal PTO appears to engage but the shaft does not drive properly, inspect:
- Output shaft splines
- Implement shaft splines
- Coupling or adaptor
- Shear bolt or slip clutch on implement
- Internal PTO shaft where applicable
Sometimes the tractor PTO is working correctly and the failure is actually in the implement driveline.
9. PTO Speed Selector Problems
Tractors with 540/1000 rpm or economy PTO selections can suffer from selector faults.
- Selector not fully engaged
- Damaged detent
- Worn selector fork
- Wrong shaft installed
- Incorrect speed selected for implement
10. PTO Brake Faults
Some independent PTO systems use a PTO brake to stop the shaft after disengagement.
Symptoms
- Shaft continues spinning for a long time
- PTO creeps when disengaged
- PTO brake lining worn
- Brake pressure/control fault
11. Hydraulic Oil and Filter Condition
Independent PTO systems often share oil with the transmission/hydraulic system.
Wrong or contaminated oil can cause:
- Slow engagement
- Clutch slip
- Pressure loss
- Valve sticking
- Wet-clutch chatter
12. Check PTO Pressure
On hydraulic PTO systems, pressure testing is one of the best ways to separate control problems from clutch-pack wear.
Use:
- Correct test port
- Suitable pressure gauge
- Correct engine speed
- Correct oil temperature
- Manufacturer pressure specification
Do not use pressure figures from another model.

Recommended Diagnostic Order
- Identify PTO type.
- Check external lever, cable and linkage.
- Check clutch free play and two-stage clutch operation if fitted.
- Check whether the fault is tractor-side or implement-side.
- Check hydraulic oil level and condition on independent PTO systems.
- Check fuses, switches and solenoids on electronic systems.
- Pressure-test hydraulic PTO if required.
- Only then move to internal clutch or selector inspection.
